Unlocked and locked modules

We have a community for our careers content where we've set up 11 modules. There are no prerequisites for the modules and they can be completed in any order. The community is very large with over 78,000 students enrolled so our support team has set up a reporting dashboard to look at the engagement data.

We expect all students would have all modules "unlocked" based on our understanding of what this means. But in our reporting dashboard we can see some of the modules are "locked" and some are "unlocked" for students.

Can someone explain why if all the students are enrolled in the community and there are no pre-requistes or predefined order would students have "locked" modules?

Is this because they have never logged into the community? We want to understand if the "unlocked" means that students have triggered something i.e. these students have clicked on the module or visiting the homepage of the community. We are assuming that the "unlocked" might give us insights into which modules students are clicking on or at least if they have visited the community and want to use this in our reporting, however we don't really know how it is triggered.
