Using Powerschool to sync with Canvas - not all students showing up as users

We are using Canvas for the first time this year with a sync from Powerschool via ARI to canvas.  For some reason my returning students are appearing as users in Canvas, but my new students are not.  

Any idea on what I can check

This has been resolved.  The answer to the question is that all students need to have an "Student Email" field populated with an email in order for them to appear in Canvas.
