I just got off the phone with Canvas support. They were also able to replicate the issue. They are moving the ticket up the chain to see what can be done to get this fixed. Unfortunately, there is no ETA on when this could be fixed at this point.

There are various ways to add a video to an assignment. All of the following ways should allow the students to expand the video to full screen:

I do not know what RCE is. I was told by our tech-help people that if I want to be able to see whether students really view a video, and add a question or two to see whether they simply ran the video on their computer or actually paid attention, that I should make the assignment use an External tool, and choose “Canvas Studio”. I have done this, and students complained immediately that the program scrunches the video so that you can’t see all of the screen at one time, and there appears to be no way to make the video be full screen. Some of my videos were created on YouTube, others on Studio. I have now looked for “Studio LTI” or “YouTube LTI” under External Tools, but I don’t see either of them.

Sorry about using the abbreviation without an explanation. RCE stands for Rich Content Editor which is what is used within Canvas to create content. Below is an image of the RCE in Canvas when editing content.
I believe I am seeing what you are as well. When I use the Assignment Submission Type External Tool and use Studio to select a Studio video, I am not getting an option to expand to full screen and the frame that contains the video is too small to see the entire video and questions if you are using a quiz attached to the video.
While I have not had a chance to check with Canvas Support yet to see if this is a bug in the design, after a quick search I did not see other posts about this in the Community.
If you are not worried about grades going into the Canvas Gradebook, you can always just embed the Studio video in a Canvas Page. You can check the Insights (also mentioned in link below) for the video to see who watched it and can also check the Quiz Results if you are interested in seeing how the students answered the questions.
How do I embed Canvas Studio media in a Canvas course using a Chrome or Edge Browser?
If you are wanting to have the grade go into the Canvas Gradebook, I would suggest creating a Canvas Quiz and embedding the Studio video in the directions of the quiz. Instead of embedding the video with a Studio Quiz attached, I would just embed the video and create the questions in the Canvas Quiz. This gives you the ability to include more than True/False and Multiple Choice question types and the grades from the Canvas Quiz will be entered in the Canvas Gradebook.
These suggestions include some basic details. Feel free to reply if you have additional questions or wnat more information.
Ryan, I understand your suggestion about putting the video in a Canvas quiz rather than an assignment, but I already created 20 assignments, each with a different video. Is there ANY way that Canvas might allow a video with an embedded quiz to be viewed full-screen? Thanks for your help! --Andrea

My students informed me today that they are having the same problem. As the videos we are watching are in a foreign language, it's important that they be able to see the images clearly. The video is apparently too small to see it clearly, and they cannot enlarge it. If there is a way to correct this without having to redo dozens of embedded Studio video quiz assignments, that would be very helpful.
I asked if the fix would be backwards compatible with assignments that had already been created. My understanding is that this would be the goal. Keeping my fingers crossed. 🤞
I have an update from Canvas Support @areyes252 . Canvas engineers feel they have a fix. the next step is to add the fix to the beta environment where it can be tested and confirmed that it works before adding it to the production environment where it will be available to all users. I was not given a timeline, but at least we know there is a solution on the way.
