Why can't I upload a folder when I submit an assignment?

I have a folder with 39 files that represents one assignment submission.  How can I do that without uploading each file individually - that's 39!

It appears that you can only submit them one at a time. Here's a guide that outlines this https://community.canvaslms.com/docs/DOC-10663-421254353
