Why can't students see markups on word documents?

Word documents with markups are not viewable by students. Markups are visible to teachers.

I always insert a message in the comments area of the first assignment that I annotate to give instructions to the students on how to view their feedback:

"Feedback has been left on your document. To see these comments, go to the actual assignment (you can click on the assignment name in the grades area) and then click "View Feedback" in the top right of the assignment box. This will open a viewer that allows you to see annotated comments/feedback on your assignments."
