Hello @adam_williams Welcome to the Canvas Community. Thank you for posting your question. In a Canvas course, there is a "Files" area where you, as an instructor, can upload files and folders. (See and the Files written Guides for more information.) Unfortunately, students are not allowed to upload files/folders to the "Files" area of a course. Students have their own personal "Files" folder (via "Account" >> "Files"), but that is different than course "Files". If the work-based evidence files are not part of assignment submissions in your course, then you may need to have your students use something like Google Drive, Office 365, or Dropbox to create a folder with those files on the cloud. They would then need to share that folder with you and the tutor can see it.

There are a few other options I would recommend you check out. You have the option to create non-create assignments where students could drop off work for TAs to review. You could also create a discussion and have students upload or post from their Files area. Also, you might want to check out Groups in courses if you'd like a sort of side area for students and/or TAs to interact, maybe outside the normal flow of your course.
