This will depend on your institution.  In some cases, you can copy an old or existing course you have taught into a new term, you can import a course from Commons, or in other instances you will need to reach out to your LMS Administrator to create a shell for you.  In either case, I would start with your LMS admin and they can point you in the right direction.
