image file error message

I'm trying to help a student embed an image in their discussion post using the rich text editor.  I've had student do this all year, and several have already successfully done so this term.

This student is getting a "Failed to Upload" error message when she selects her image.  She's already switched to a Chrome browser, and she cleared her cache and cookies but those steps didn't help. 

The image she's trying to embed is a 2500 JPG file, which doesn't seem too big to me?

Help!, what's going on here, what can help?

It sounds like students may have a quota on the number (or total size) of files they can have saved in canvas overall, and that could be blocking the upload regardless of the size of this individual file.
