"Assign to" field doesn't show all students?

So, when creating a quiz, an instructor wants to assign the quiz to just a couple students.

When the instructor goes to the "Assign to" field, and clicks inside the field, Canvas auto-displays a drop down window with a list of sections, student names, etc.

But, in one of our cases, it only shows seven of the 12 students currently enrolled. And, the drop-down list does not have a scroll bar to see the other five names.

Question 1: Is this the true behavior, as designed?

Question 2: If yes, why? Why doesn't the drop-down list give the user a scroll bar, to skim through all the students?

The instructor can start typing the student name and it will auto-filter by name.

Thank you, Robbie. Respectfully, I am aware of that. 

To me, it seems perfectly reasonable for an instructor to just want to select names from a list, instead of typing them in. 

For now... so long as I'm not missing anything... and, this isn't broken behavior... I'll just tell the instructor they have to type.

This is directly from the guide:

"Search fields are dynamic, and you can search for students by first or last name. When the full name appears, click the name. Lists are not scrollable."

So, no, this doesn't appear to be broken and is behaving as designed.
