API: Remove the limit of 100 items per page (&per_page value)

Remove or increase the maximum number of items per page returned from an API call.  It currently only allows a max of 100 items when performing the following API call, for example:

https://hostname.instructure.com/api/v1/accounts/1/courses?enrollment_type[]=student&per_page=100

Any value for &per_page above 100 is currently limited to 100, thus requiring stepping thru the results with the addition of a &page=1, &page=2, etc..

Comments from Instructure

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
