[SpeedGrader] Add Missing to Complete/Incomplete Assignment Type

When creating an assignment I opt for complete / incomplete.  However, once it appears in speedgrader the options should be complete / incomplete / missing.  Why?  When I set the default for missing assignments Canvas marks missing assignments as incomplete.  This prevents me from distinguishing from students who submitted work that needs improvement and students who have yet to submit.  

 

Related to this...  If I set the assignment as ten points I wish the incomplete would receive 5 points while the missing would receive zero.

Problem statement:

To allow students to monitor the progress of assignments assigning a grade of incomplete allows them to know to revisit and correct assignment. This is quick for them to see in the gradebook rather than have to open the assignment and read the comments

Proposed solution:

Add incomplete as a grading option.
