[Modules] Add a Comment/Notation/Caption Feature

Currently, files uploaded to Modules cannot have added instructions or comments associated with them.  Please add this feature (i.e. please ass the rich content editor to each item one enters into Modules).  It would really be helpful.

Thanks for sharing this idea, @PBart0 . We've moved it forward for further discussion.

Just a note for the present: When I was teaching, I didn't upload files directly to modules; instead, I linked to the file on a Canvas page that included additional information about the file, and then placed the page in the module. It's much prettier than a direct link to files, provides ample formatting options, and looks better in the student's module progression.
