Add a dictation tool for assignment submissions

Having a dictation tool built into Canvas would allow K-5 students with little to no assistance or support to generate responses at the push of a button, which would remove or decrease educational/learning barriers. The idea would be to increase their typing experience over time and give them more control of submitting their assignments at the start.
