[Import/Export] Add ability for admins to set account-wide Assignment Groups for all courses

We in are in K-12 environment where all our grade weighting groups are standardized for all courses. All of our classes use the Assignment Groups "Major", "Minor", and "Class Participation" and all have the same percentage weighting. 

I would like the ability to lock in this setting at the admin/account level so that all courses have these assignment groups and these groups only all with the same grade weighting. 

Right now, we can set this using course templates, which is great. However, one downside of this is if a teacher imports content from another course (for example, last year's course they taught), Canvas creates whole new Assignment Groups to match the course the content was copied from and now their new course has extra assignment groups and the grade weighting adds up to 200%. I have to train staff to clean up those extra groups after import, but it would be so nice if Canvas "knew" that the destination course has the same assignment groups and placed the incoming assignments appropriately.

Or, as a potential workaround - if the import process could ask the user to specify which group to send assignments to on import, that would be helpful too.
