Add custom course format values

Currently course_format is set to be just an enum of these values: on_campus, online, blended

We want to have the ability to add additional course formats for reporting. For example, we would want to add in course formats like:

• Instruction (degree-related)
• Instruction (non-degree-related)
• Administration
• Campus Affiliated (like clubs, etc)
• Research
• Test (So we can filter out test sites in reporting)

In an ideal world, perhaps we'd have custom course attributes in the same way that we do with users, although that may make it harder to report on.

Comments from Instructure

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
