'All Submissions' notification category should generate notifications for all submissions

This idea concerns two categories in Canvas notification preferences: All Submissions and Late Grading. 

Currently, an instructor can have All Submissions enabled, yet still not receive notifications for late submissions because the Late Grading category is disabled. 

The interactions between these two categories can be confusing for users. One would be inclined to believe that if All Submissions is enabled in their notification preferences, then they will receive notifications for all submissions (late or not). 

The descriptions for each category that appear when you hover over them in notification preferences are below:

• All Submissions: Assignment (except quizzes) submission/resubmission
• Late Grading: Late assignment submission

To cut down on confusion, the All Submissions notification category should generate notifications for all submissions (on-time submissions as well as late submissions).

Comments from Instructure

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
