Allow Account and Course Level Outcome Mastery Scales Feature without overwriting existing outcomes

This feature overwrites all existing account-level outcomes to a default 4-point scale and the "highest score" calculation method.  This includes existing 4-point scale outcomes with detailed descriptions.  We already have several instructors using account-level outcomes, so we can not enable this feature.  Doing so would cause a major disruption.  

I propose the following change to Overview: Account and Course Level Outcome Mastery Scales Feature Preview 

Allow the Account and Course Level Outcome Mastery Scales Feature to be enabled without overwriting existing outcomes.  The default scale should only apply to newly created outcomes.  As well, please allow institutions to adjust the default for themselves.  For example, most of our outcome-using instructors prefer decaying average, with a 4-point scale.  It would be great if we could set our default up with decaying average, instead of highest score for the calculation method.

The fact that this feature is tied to the Overview: Improved Outcomes Management Feature Preview renders that feature impossible to enable as well.  This feature idea asks for the two features to be enabled separately: Allow "Improved Outcomes Management" without "Account and Course Level Outcome Mastery Scales"

The Product Team reviewed all feature proposals recently, and unfortunately, this thread was identified as one that they would not be able to include in their current or future plans. While we appreciate your proposal, we also want to be transparent about the likelihood of something like this making it to production.
