Allow setting course time zone through the API

In the Canvas course settings you can set a default time zone for the course. It would be nice to be able to set this value through your RESTful API's Course controller. There does not appear to be a setting for this value currently and your support staff confirmed that it's not available at this time.

The course[time_zone] addition to Courses API does allow modifying a course time zone by PUT. Clarifying this because the release notes specify "view", which is also available (GET).
