Annotating submissions automatically adds a teacher comment

When annotating submissions using the speed grader, it would be useful for the students to receive an automated comment like "Please see annotated feedback"

This helps students quickly identify that something has been annotated.

At the moment the api can pull grades and comments but not annotation information. This would help with that too.

Students who have enabled their Submission Comment notification receive a notification when an instructor places an annotation on a submission, even if the instructor hasn't created an assignment comment. The text of the email reads:

A new annotation has been made by [name of teacher] on the assignment [name of assignment].

...which makes this additional request seem redundant. What do you think?
