Can one lock assignments until previous ones are graded not completed?

I know how to make requirements and force students to do a module in sequential order. The issue I have is a handbook that needs to be completed at the beginning of the course and they can move on after it is submitted. About 75% of the time it is not filled out completely or correctly or at all but is submitted allowing them to move on in the module/course. I need this to be a hard stop before they are allowed to move on, meaning they cannot move on until I grade it, making sure it is filled out correctly.

@admin19 Yes, this is possible to accomplish by placing a requirement on the module item: How do I add requirements to a module? - Canvas Community  In this instance, the instructor would enter a "Score at least" requirement, and the student would not be able to proceed until the instructor enters the appropriate grade.

As this is existing functionality in Canvas modules, we've archived the idea.
