Canvas for Elementary: Student Applications at Top of Resources Page

When using Canvas for Elementary, if the Important Information page has a lot of content, it's cumbersome to have to scroll through it every time a user needs to access the Student Applications at the bottom, where all of the External Tools are listed. It would be more useful, since this is likely to be a much smaller section and is likely to be the section utilized more often, to have the Student Applications at the top. Additionally, there's no indication that the Student Applications are even at the bottom, so it's easy to overlook that that's where they are.
