[Modules] Consistent behavior with module requirements and To-do Lists

Please find away to make the behavior between click the assignment link in the To-do List  versus clicking the link that is  deployed in Modules or Assignments when there Module Requirements enabled.  Meaning, if Module Requirements with Sequential order is enabled and the student clicks on the assignment link in the To-do List, the student presented with an assignment page with no instructions (see 1st image). Very few students will be astute enough to click on the link in the breadcrump  to get the message in the 2nd image. Can the current behavior be fixed so that students will get the message in the 2nd image from the To-do List?
