Controlling Starts and Ends Dates in Course settings

Changing the start and end dates under course settings overrides our SIS settings creating student access issues and administrative problems.

Not only can an instructor intentionally or mistakenly change the dates under course settings, the dates can also be changed when course content is imported and the adjust dates feature is used.

The ability to change start and end dates for courses needs to be controlled at the administrative level. An on/off switch can be provided so that institutions can make their own decision as to whether or not to allow the feature.
