Distinguish between language and locale

When looking at users in the People, Gradebook or Speedgrader interface, the sorting of names is connected to what language you have selected in Canvas. But this should be based on the locale, not the language. In Sweden, we have those three extra characters in the end after Z: Å, Ä and Ö (in html encoding for clarity here). These are sorted as A, A and O if you have selected English as language, which is the default language in Canvas at our university. So the sorting of names gets wrong according to our locale needs in Sweden, which results in confused teachers having a hard time finding the correct student names in long lists.

The same goes for the handling of commas/dots for numbers in formula questions in Quizzes, which also is connected to language. But this should be based on the locale, not the language. As it is now, both students and teachers get really confused of the different handling, since some teachers set their courses to be in Swedish and some set their courses to be in English.

To sum up: Canvas should be able to distinguish between language and locale. And both sorting of names and handling of commas/dots for formula questions should be based on locale, rather than on language.

Agree! Many teachers at our university struggle with this as well.

And in New Quizzes this problem can give errors in assessments if the student has a different language setting than the instructor. 

If the student´s language setting in Canvas is Swedish, both dots and commas is handled for decimal place, but if the student´s setting is English only dot will serve as decimal place. If a student with English as language setting gives the answer 0,98 (= 0.98 outside Sweden...) on a question the answer will be changed to 98 and give an assessment error.
