[Conferences] Don't send a new web conference notification when the tool is hidden from students

When a new conference is created in a course students are sent a content update notification. The link in the notification goes to the conferences url in the course. At this point students are redirected to the home page for the course with a message that the 'page has been disabled for this course'.

This is confusing for students, especially when staff are creating conference sessions in advance. It would be preferable if the notification was not sent to the students in the first place if the tool is hidden from the course menu.

This is a particular issue that has caused us some confusion with students - but taken more broadly, it is indicative of a broader issue of UX, and honouring an intentioned setting.

That is, if something is hidden, the system should not send out alerts, updates, notices etc even if people are subscribed for such, as this intention of hiding something should be honoured as an indication the actions were/are not to be shared.

The recent change to files for assessments been hidden by default and notices not going out to students (which also burned us an issue before fix) is a good start and case in point of this set of issues.
