Expose "Save" button in record/upload media comment box.

The Save button needs to be visible without scrolling in the Record/Upload media comment box when submitting media assignments.

Background:

A faculty member reported multiple issues with students claiming they were unable to post media submissions to a media-enabled assignment. Upon further investigation, we concluded that they were not seeing the "Save" button, because it does not appear in the Record/Upload Media Comment box without scrolling down.

Save button isn't obvious. Box around tab makes it feel like all options are shown.

Some students went so far as to right click the preview of the video after they recorded it and then using the Save As function in the contextual menu to save the video as a .webm file, which they then uploaded through the enabled File Upload option.

@A00364575  Thanks for sharing this idea. Our product manager has tested this in a course where Assignment Enhancements has been enabled, and the save button is viewable in the modal without requiring scrolling. On the assumption that you're not yet using Assignment Enhancements, would you take a moment to confirm that you've already asked Canvas Support to review this behavior?
