External URL/Edit URL -- not consistent field ordering

A faculty member who teaches web development courses would like to see consistency in design between the Add Item Canvas module button dialog box (The URL field box appears above the Page Name box) and the Edit Item dialog box (The Page Name field box appears above the URL field box).

I would recommend the Page Name field above the URL field, to try to encourage users to make their link text accessible per WCAG Success Criterion 2.4.9: Link Purpose.

It would also be nice if an accessibility check were available in the link dialog, to warn against using text like "click here", "this link", and the raw URL as the link text.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
