There needs to be a button like the inbox that shows when a student makes a comment on an assignment or something.  Even creating a list like the to do list where all comments are listed.  On either list you can manage them by responding or checking them off.

Thanks for sharing this idea. This functionality is already part of the Canvas Inbox. Instructors can toggle their Inbox view to Submission Comments and reply directly from the Inbox should they choose to do so: How do I reply to submission comments in the Inbox as an instructor?
