Files tab: Display Tooltip for long filenames

Filename display in the files tab is limited and unchangeable. If you have files with long names it would be really helpful if you could run your mouse over the file name to show the full name (much like you would see in Windows or Mac OS).

Comments from Instructure

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.

Problem statement:

The filenames under Files are truncated in view and do not show a tooltip. Therefore it is difficult to identify files with long filenames (unless you have a very wide screen or small zoom setting). NB: this simple but important feature was proposed earlier but sadly got archived (https://community.canvaslms.com/t5/Idea-Conversations/Files-tab-Display-Tooltip-for-long-filenames/i...).

Proposed solution:

A simple tooltip would help (as for the dates and permissions columns).
