Flag skipped heading levels after page title in accessibility checker

Since Canvas page titles render as h1 (heading level 1) in the browser, the accessibility checker should be programmed to flag any page that begins with h3 or above as a "skipped heading level." The checker is already capable of flagging skipped heading levels but it does not account for the skipped level that will result from the page title.

The logic should be updated to consider that page titles are h1 and flag skipped levels accordingly.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
