Indicate Announcements/Modules Empty instead of Hidden for new courses

During new teacher training, several got stuck for a bit when it seemed their Modules or Announcements section was hidden for students. They double-checked that those parts were configured in the navigation settings.  If they had hovered their mouse over their item the message below would have helped since the real reason was there was no content to show.

Their reaction seems quite predictable. Consider replacing the hidden icon with a different notation. Since the client-side HTML already has the correct tooltip, this should be a very modest change. Perhaps something like the warning ⚠️. That would invite teachers to explore the reason. Happier teachers, fewer support calls for all.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
