M/C regrade in classic quiz should not trigger duplicate submission in speedgrader

In classic quizzes, regrading a multiple choice question will create a duplicate submission in speedgrader for all students despite the students' submissions remaining the same after the regarde.

Removing this result of a m/c regrade will help avoid confusion for instructors when grading exams that have student essay or file submissions and also require a m/c regrade.

Thanks for sharing this feedback about the regrading process in Classic Quizzes,  @NicolaFroese . Our product teams are no longer developing new functionality on the code base for Old (Classic) Quizzes, which is scheduled for deprecation, so we've archived this idea.
