Make quizzes/new quizzes proficiency/standards based grading friendly

As proficiency/standards based grading becomes more and more widespread the problem of quizzes grading on a purely points basis is an outdated and unusable metric.  The fact that the questions can be marked as right or wrong is fantastic. However, a more advanced system to produce an end grade is needed.  For example, if a student answers all the questions from a specified section or question bank correct they have reached proficiency level 2--the same for level 3 and 4.  The teacher should be able to set up an advanced rubric, so they set how many a student must get correct to reach that level of proficiency.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
