[New Quizzes] Control Question Settings at "Assign to" Level

When working with inclusion classes where some students need the assessment read to them and others do not, not being able to set their questions to the same order is problematic.   I know that I can set this at the quiz level, but it would be fantastic to be able to use the "Assign to" field to assign a quiz which shuffles the answers to some students while assigning the same quiz to those who require the quiz to be read to them which does not.
