[Porfolium] Portfolium Educator SSO LTI

Right now faculty have to be invited to the Canvas Portfolium Outcome / Educator Tools area by an administrator and/or create their very first Portfolium assignment before they gain access to this tool. It would be nice to have a centralized area in Canvas where faculty can launch into the educator tools and it automatically provision their account. In some cases when faculty are only program assessors, they do not have an easy way to get to this tool.
