Portfolium Pathways: let any reviewer find and score resubmitted items

We have a multi-year Pathway process that involves multiple faculty as reviewers. Students get passed from one instructor to another. Right now, if one faculty member fails a submitted Pathway item, they are the only one who can review a resubmit. 

Also, if a requirement is failed by the reviewer, the system doesn't identify who failed it. It just shows as "In Progress" so we can't follow up with the relevant instructor (and in some cases, the original reviewer isn't no longer teaching with us).

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
