Public Course Index update ideas

Please consider these updates to the Public Course Index:

• Styling the next and previous links more prominently,
• Increasing the number of public courses that can display on a single page,
• Allowing Admins to reorder the public courses alphabetically instead of by creation date;
• Allowing users to toggle course cards/list view for display.

We use a number of public courses at our institution to avoid enrolling all students/faculty into support courses and potentially cluttering their dashboards. The current Public Course Index is a bit hard to use--I literally couldn't find the Next button since it's very subtly placed/styled, and thought the page was limited to only the first page of courses I saw. I'm currently considering building my own replacement for the Public Course Index page, but that would be less helpful to me than having the current page updated just a bit.

Thanks for sharing these ideas about the public course index, @emcgee123 . Each one would need to be prioritized for possible implementation separately, so we've archived this one.
