Score Outcomes using repeated use of RUBRIC, not each individual assignment

We are piloting using standards referenced grading (SRG).  Initially, we thought outcomes would be a way to manage student progress but it's not.  As student's progress through a series of assignments (all using the same outcome rubric), we expect them to continue to gain mastery.  Since SRG is a process of attaining knowledge, the end is more important than the path.

With outcomes, we set up grading to be based on highest calculation - but it's PER ASSIGNMENT.  Early in a module, students are not exposed to mastery level concepts but can show early improvement.  The problem is that Canvas is averaging all assignments when calculating mastery.  This is not the purpose of SRG.  If, by the end of the unit, the student has met the standard, the method of calculation is not indicating so

Instead of averaging each assignment attached to the rubric, can there be an option to score the outcome using only the rubric?

For example:

assignment #1 and #2 are targeting base skills so the highest score possible is 2/4 (students should know they are on the right track)

assignment #3 and #4 students now have more of the skills required so can score 3/4 (students have met the standard but could go higher)

assignment #5 is the first opportunity to score 4/4

I want the student who gets a 4 on that last assignment to get a 4 for the outcome but that is not happening with the current system of averaging all assignments.  For students who start at 1/4, if they get to 3/4 by the last assignment using the SAME RUBRIC, I want them to have a final score of 3 for that outcome without having to regrade or force the student to resubmit old assignments.
