The idea doesn't specify whether this is for course (instructor) or account (admin) announcements; the good news is that it is possible to upload images from the local computer to the announcement.
Announcements use the Rich Content Editor, which incorporates the ability to upload images directly from a computer. Depending on whether the school is using the New Rich Content Editor or the old version, here are the instructions for inserting images:
