Solution to cross listing and sections problem

Rather than cross listing from a course section with students enrolled, it would be nice to be able to create a blank course with all of the modules and then link each individual section and corresponding students to the blank module with just curriculum.

if I could draw a picture it would be a simple outline with 1. As curriculum only and a. As section a with only students in that section,  b. as section b with only students in that section, etc.

One comment I read mentioned that FERPA is now involved and this could prevent all cross listing and this seems like a simple solution but I have not seen how to do this.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team.
