Staggered release for self sign-up groups

With COVID19 driving online delivery (thankfully), students are required to self-sign up to workshop groups. 

One of our Schools has asked if ordered release of groups, to ensure equal numbers, is available. By this, filling (say) Groups A, B and C before a Group D is released. Without adding an additional group later, it would be fantastic to have this feature. Would be helpful to give students some options and reduced workload. 

So, some form of 'lock Group X until Groups XYZ are full' feature.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team. Any Idea that was associated with an identified theme was moved to the new Idea & Themes space. Any Idea that was not part of the move is being marked as Archived. This will preserve the history of the conversations while also letting Community members know that Instructure will not explore the request at this time.
