Students ability to upload a PDF and annotate it before submission

Now that Student Annotations are a submission type, we have many teachers who are asking if it's possible to have a feature where students could upload their own PDF and then annotate it before submitting it to their instructor.

For example, the students may need to find an article, then highlight certain aspects of it as part of their work towards a final research paper and submit it to the teacher for review.

Thanks for sharing this idea. The free Adobe Acrobat Reader DC provides robust annotation capabilities; is there a reason students wouldn't be able to annotate the PDF using Adobe Acrobat Reader before submitting it for grading?
