Add an option to include a Text Header or additional Instructions within New Quizzes for sections of a quiz that may require different instructions.

In New Quizzes, you can add non-question content using the stimulus content option. Does that solve for the functionality you're looking for?

The stimulus option unfortunately needs to have questions attached in order to be displayed to students. What New Quizzes really needs, in my opinion, is a Text (no question) option:
