Webhooks for RCE that add dynamic dates based on chosen activity

This would allow for content to be dynamically updated as courses are reused and add another way to communicate dates to students.

The Product Team reviewed all feature proposals recently, and unfortunately, this thread was identified as one that they would not be able to include in their current or future plans.
