[Reports] Who manually added a user to a course?

We would like to have the ability to track or report on who added a user to a course when someone has been added manually. We can see, via reporting, whether a user was added to a course via SIS data or not, but we have no further information on who added a person to a course when the enrollment didn't come from SIS data.

This lack of reporting capability often becomes an issue at the end of a term in which a student has been enrolled in a Canvas course but not actually registered for the course. When trying to help the academic program administrators understand how the manual enrollment occurred and track the actions taken around the student's enrollment in the Canvas course, especially when the situation is problematic or sensitive, it's frustrating to not be able to provide the specific information about who enrolled a student in a course.

We have seen this problem exacerbated by remote learning in COVID-19, but it existed previously and will continue to be an issue in the future. Please help us gain this reporting ability.
