allow instructors to set a new exam time limit when reopening an exam *after* it has been taken

It's currently only possible to extend the duration of an exam before or while students take an exam. Currently, if an instructor reopens an exam after students have taken it, students are allowed the entire original duration of the exam. It would be, however, useful if instructors could specify a new time limit when reopening an exam after students have taken it.

As part of the new Ideas & Themes process, all ideas in Idea Conversations were reviewed by the Product Team.
