[ePortfolios] Allow Admins to have view access to all ePortfolios in their network

Problem statement:

At this time, Admin users do not have a full view access of all ePortfolios within the networks that they administer. In cases where a user has set their account to private, or a particular project to private, this prevents an Admin from being able to view the materials present there. While a solution exists for institutions that have Canvas as an additional tool to "Masquerade" as the user from Canvas and access the ePortfolios through there, this only works in cases where the user still has an account within Canvas, and has not changed their email in Portfolium/Canvas Student ePortfolios.

Proposed solution:

Apply a permission for administrator accounts to have full view access to any ePortfolios located within their network, as well as the settings of users' accounts, or allow administrators to masquerade as users within their network. As administrators, we have a responsibility to make sure that the content hosted on products we support is in line with the expectations of the institution. Further more, in order to assist in troubleshooting, we need to be able to view what the user is seeing. Even though Portfolium/Canvas Student ePortfolios are available to students indefinitely, if they are associated with a network that we support/maintain, there is a need to have a higher level of access to maintain, moderate, and troubleshoot effectively.
