peer review for late submissions

I would like to describe a specific situation for this proposition. Setting a time for a peer review would work on drafts that have been submitted by the set time, but there are always students who would be late by a minute or a few minutes and they would not be in the mix. 

So I wonder if there is a way to set up two dates, one for those on time who can get to work on assigned drafts, and another time to catch all the late folks who could be in their shuffle so that Canvas can assign drafts for review from those who were late. 

And as someone brought it up in a different discussion, to set up a due date for when the reviews should be completed, so that it can show up on syllabus page as a due date as well.
