[Reports] progress report

It would be an amazingly handy feature if I could send out bulk progress reports to Observers.  So, it would send each observer a progress report of their student.  Going through and doing this individually for over 100 students isn't feasibly, but they would all like to see this data.  Have an option to send that to them would be amazing.
