File access lock based on gradebook status

Hello,

I would like to be able to lock student access to exam solutions based on whether they have had the exam graded. Is this possible?

Example: 

1) Given an exam on Tuesday (that requires file upload and is not autograded)

2) Grade the exam for all the present students on Wed and post the solutions Wed night (as a PDF posted in the Files)

3) Student who was absent doesn't have an entry in the grade book and cannot access the solutions. 

4) Students who do have an entry in the grade book can access the solutions

5) Absent student takes the exam on Thursday and can see the solutions once a score is added to the gradebook.

The only way I know to do this would be to either put the solution file in a module of it's own and set a prerequisite for that module requiring a grade on the exam. Or, email the students the file.
